'O primeiro-ministro, José Sócrates, considerou hoje que “não podia haver melhor final para a presidência portuguesa” da União Europeia do que o alargamento do espaço Schengen a nove novos países.

“Não havia melhor forma de terminarmos a presidência portuguesa do que fazer uma abolição de fronteiras, a verdadeira aspiração europeia”, afirmou José Sócrates, em declarações aos jornalistas no final das cerimónias simbólicas de abertura das fronteiras da Polónia e República Checa ao espaço Schengen.

Hoje, às 00h00, o espaço Schengen de livre circulação de pessoas e bens foi alargado aos países que aderiram à União Europeia em 2004, com excepção do Chipre: República Checa, Estónia, Hungria, Letónia, Lituânia, Malta, Polónia, Eslováquia e Eslovénia.

“Para essas pessoas é o momento em que se sentem verdadeiramente europeus. Foi assim que nos sentimos quando abriram as fronteiras com Espanha”, recordou o primeiro-ministro português.

José Sócrates fez questão de enaltecer o papel do ex-ministro da Administração Interna António Costa (que viaja na comitiva), no alargamento do espaço Schengen a novos países já em 2007.

“Foi um ministro português que não se resignou perante uma burocracia que aconselhava ao adiamento porque não havia uma solução tecnológica para ligar as bases de dados”, recordou.

“Foi uma empresa portuguesa – a Critical Software – que criou a solução tecnológica que permitiu essa adaptação”, disse, referindo-se ao SISonde4all, uma solução transitória até estar concluída o novo sistema de informações Schengen (SISII).'

'Falta ainda um acto que, de algum modo, simboliza o voluntarismo que marcou a presidência portuguesa da União Europeia: o alargamento do espaço Shengen aos oito novos estados-membros. O primeiro-ministro português e a chanceler alemã vão estar presentes no dia 21 na queda simbólica de uma das mais sangrentas fronteiras da história europeia, entre a Alemanha e a Polónia.

Portugal arriscou o objectivo político, que ainda estava em dúvida, ao oferecer a solução tecnológica que permite alargar o sistema de informações Shengen às novas fronteiras de Leste. Para terminar em beleza uma presidência que ontem José Sócrates declarou ter "cumprido todos os seus objectivos".

Depois de um Conselho Europeu sem história, esvaziado de qualquer questão polémica, o primeiro-ministro foi direito ao assunto. "Conseguimos um acordo sobre o novo Tratado de Lisboa e assinámo-lo", permitindo à União vencer a sua crise constitucional. '

Referendum ou não referendum

Dentro do espírito plural que deve o Partido Socialista promover, já vieram duas opiniões acerca do que como deve o Governo abordar a questão da rectificação do tratado de Lisboa: a de António Costa a defender a ratificação parlamentar e a de Pedro Nuno Santos a requerer um referendo (e a solicitar uma Assembleia Constituinte, ao que parece).
Sou pela realização do referendo e, genuinamente, parece-me que seja essa a via que o governo seguirá; ou melhor, deveria ser essa a via que o governo deveria seguir.
Isto porque iria congregar a sua volta a maioria da oposição, em especial o PSD; que ficaria colado a uma posição do PS. O PSD veria aqui rebentar o balão de oxigénio que Luís Filipe Meneses comprou com a sua eleição para líder, que, depois do esvaziamento que tem tido nos debates parlamentares e na Câmara de Lisboa, ficaria sem gás. Por outro lado, só convêm ao PS, no lançamento para 2009, construir (mais) uma vitória em referendo que, a somar-se à consulta sobre o aborto, e às intercalares de Lisboa, o retiraria da miséria das Autárquicas 2005 e das presidenciais 2006 e o lançaria numa nova dinâmica de vitórias.
Depois, porque seria sempre uma vitória do PS, que, no governo e com a possibilidade de ratificar o Tratado na Assembleia, passaria a ideia de querer consultar a população, num sinal altruísta e democrático. «Ouvir o povo, informar o cidadão e fomentar o debate sobre a Europa», seriam as linhas de uma campanha pró-referendo. Não penso que a restante esquerda possa fazer algo mais que um animado debate.
Claro está que não podíamos condicionar a rectificação à barreira dos 50%, com risco de nunca podermos alcançar algum resultado válido. A solução do referendo do Aborto parece-me perfeitamente repetivel.
Por fim, algumas palavras acerca da proposta da Constituinte. Já aqui defendi, no passado, que o processo de construção europeia deveria ter tido o seu momento constituinte. É, aliás, uma ideia que defendo há já alguns anos, em alguns fóruns. Estranho, sinceramente, a pertinência da proposta da JS agora. Pergunto: porquê só agora, quando se assina um tratado que, na prática, inviabiliza essa opção? Onde esteve essa ideia no último ano? Eu sei que não tenho alcance nem dimensão política para que uma ideia minha caminhe no palco da política, mas a JS tem. Repito, porquê só agora, quando nada pode ser feito?
Por política, responderão, por política!
Pois, mas nem tudo tem de ser «por política»…

Thank you very much for trying to take part in PES Council. We are very happy with the outcome as all PES member parties gave their support to the PES manifesto campaign and to our ambition for a common 2009 election programme.

Resolutions on climate change, on financial markets and on the EU and the international scene were adopted. Along the way we proved that lively debates and strong common positions can go hand in hand.

Unfortunately the weather didn’t want to join this success story, and a heavy fog over Sofia badly hit the airport before, during and after PES Council. The result was that many party leaders, delegates, journalists and PES activists could not reach Sofia.

I regret that they were forced on a tiring odyssey of delays, re-routing and cancellations. I would like to apologize to all PES activists who tried to reach Sofia and who were finally forced to return home without being able to participate.

I know you tried and I really appreciate your effort and commitment. Your presence was missed but your effort did not go unnoticed. In the end only 15 of more than 50 registered PES activists for Council were able to make it.

I would like to thank those who were there as you have represented PES activists very actively and very ably. The PES and all delegates appreciated your input as grassroots representatives and your presence was another important step in strengthening the PES as a major player in European politics which is connected to the people and takes their needs seriously.

I hope the PES will benefit from your support for future events. You are our strength and provide us with inspiration and encouragement

Despite travel chaos caused by heavy fog, PES Council - the biggest gathering of European socialists and social democrats in 2007 - took place in the capital of Bulgaria and featured lively debates on international relations, climate change, financial markets and the PES manifesto for the 2009 European elections. Employment ministers act on PES Council resolution

PES Employment Ministers, led by Portuguese Minister José Vieira da Silva, endorsed the resolution adopted at PES Council on financial markets and agreed to write to President José Manuel Barroso, bringing his attention to the demand of European socialist and social democratic parties for more transparency in financial markets and better protection of companies and workers from leveraged buy-outs.

Six Prime Ministers took part in the PES meeting just ahead of the EU Summit on 18 October in Lisbon that agreed the new Reform Treaty. PES President Poul Nyrup Rasmussen said afterwards that the new treaty has social democratic values and progressive goals.

Where MPs fear for their lives

The PES launched a declaration in support of 41 Lebanese MPs living for over forty days under armed guard in a hotel in Beirut unable to leave due to fears for their safety. The action followed a PES delegation to the Middle East led by Swedish Social Democrat Carin Jamtin which visited the Lebanese MPs confined in the hotel.

The Romanian Social Democratic MEPs include former Foreign Minister Adrian Severin, current PSD Secretary General Titus Corlatean and PSD international secretary Victor Bostinaru.

No to racism

PES President Poul Nyrup Rasmussen supported a joint statement of the Italian and Romanian Socialist delegations in the European Parliament on aggression against Romanians in Italy following the murder of an Italian woman allegedly by a Romanian of Roma origin. The PES recently proposed to other European political parties to update Charter of European political parties for a non-racist society.
