Portugal Climbs to 1st in the European Ranking of Public Services Online

Logos of the i2010 and Connectin Portugal (Ligar Portugal) initiatives Portugal moved up to 1st in the Ranking of Online Sophistication of Basic Public Services (from 4th in 2007) and also to 1st in the Ranking of Full Online Availability of Basic Public Services (from 3rd place in 2007), in the 30 countries EU27 + Iceland, Norway and Switzerland. 

It should be noted that from 2006 and 2007 Portugal had already registered major jumps in these rankings, as it had also registered major improvements in these indicators the previous period from the end of 2004 to 2006

In fact, in the 5 years between the assessments of 2004 and 2009, Portugal had in each one of the two indicators the extraordinary jump from 16th to 1st place and from 15th to 1st place, respectively in the corresponding rankings of the 30 countries of EU27 + Iceland, Norway and Switzerland, that is, Portugal jumped from the middle of the table to first place in both rankings. 

The European Commission published today, November 19, 2009, the 8th Benchmark Measurement, November 2009 – Smarter, Faster, Better eGovernment prepared byCapgemini, Rand Europe, IDC, Sogeti and DTi for the Directorate General for Information Society and Media of the European Commission. The following figures illustrate the results of the two indicators, in which Portugal now has the maximum possible value of 100%, a situation that is only shared with Malta. 

The 20 basic public services considered in these studies are grouped into two sets, accordingly to being for citizens or enterprises. In 2007, Portugal had already reached 100% in the two indicators of services for enterprises, and in services for citizens it had registered 90% in both indicators, having now reached 100% in both.

The preceding assessment was published in September 2007. Before this evaluation five other ones had been done, all of the first four in the month of October, of 2001, 2002, 2003 and 2004, the fifth in April 2006 and the sixth in May 2007. The first three assessments covered the EU15 countries and Norway, Iceland and Switzerland. 

After having been very well positioned in October 2001 (2nd in the EU15 in the two indicators), Portugal had been gradually falling in both rankings from October 2001 to October 2004, and has been recovering decisively since then in both indicators as resulted from the assessments of 2006, 2007 and 2009. 

This recovery allowed Portugal to reach in 2009 the 1st place in the two indicators considered (sophistication of services and full availability online), after having recovered in the just two years from 2005 to 2007, the 2nd place it occupied in 2001 in the EU15, following the period of decline, from 2002 to 2004, when it slipped tp 11th in the EU15. This extraordinary recovery, finally observed in April-May 2007, resulted primarily from actions taken under the Action Plan Connecting Portugal, released in late July 2005 as part of the Portuguese Technological Plan, when the coordination of eGovernment actions and the implementation of its transversal projects was in charge of the Knowledge Society Agency (UMIC), namely from February 21, 2005 to May 1, 2007. 

In the assessment report of 2007, Portugal was highlighted as the country that had improved more from 2006 to 2007 ("fast moving"), even improving its improving performance when compared to the previous period, from 2004 to 2006, when it was the 5th country with the largest jump in these rankings.
