Yes. The beneficiaries of the « EU blue card » have the right to family reunification with their family members whenever they are outside the national territory, with whom they have lived in another country, depend on him or live with him, or family members that have entered legally in the national territory and that depend from the holder of the residence permit or that live with him.
The issuance of this type of visa of residence will depend from the deferral (positive answer) regarding the request of family reunification, which must be presented to the SEF of the area of residence of the applicant, followed by the demanded documents by law.

The requests of the « EU blue card » in national territory, and when applicable, of residence permit for purposes of family reunification must be submitted within a deadline of 30 days after the entrance in national territory of the holder of the « EU blue card» from other member state.
