For this purpose, the Council of Ministers, after hearing the Standing Committee for Social Dialogue, approves, annually, a resolution that defines a global quota indicative of employment opportunities, and can exclude sectors or activities where there is no need of manpower.
The IEFP keeps an updated information system, reachable to the public at the Internet, of the available job offers and discloses them at the Portuguese embassies and consular posts.
The embassies and consular posts access the available information at the Internet IEFP-site, publish the job offers at a proper place and disclose them, by diplomatic way at the competent services of the third country.
The third countries nationals who wish to occupy a job offer present their application to the address of the employer.
The employer send to the selected foreign citizen the labour contract or promised employment contract and the declaration issued by the IEFP proving that the job offer is covered by the quota and has not been filled by a worker who enjoys preference.
