In Portugal, the recognition of foreign qualifications of higher education is regulated by legislation and can be performed in the following ways:
1. The registration process sets a recognition scheme of the foreign degrees’ level, objectives and nature that are identical to the Bachelor’s, Master’s and PhD Degrees granted by Portuguese higher education institutions, giving their holders all the rights attached to these degrees. This new scheme is based on the principle of mutual trust and is regulated by Decree-Law No. 341/2007 of 12 October.
2. This mechanism aims at simplifying the recognition of foreign degrees, promoting circulation of graduates, both in the labor market and in academic training.
3. The lists of countries / degrees that can benefit from this scheme are contained in the general resolutions issued by the Foreign Degrees Recognition Commission.
4. The system of equivalence / recognition is based on a scientific re-evaluation of the work done in order to obtain the foreign degree. This process is established by Decree-Law No. 283/83 of 21 June and is based on a case by case assessment of the level, duration and program content.
