Council of EU Science Ministers meeting approves Various Strategic Initiatives

EU Portuguese Presidency logo – Science, tEchnology and Higher Education The Council of the European Union’s Competitiveness Council dedicated to Research met on 23rd November 2007 in Brussels. Under the chairmanship of the Portuguese Minister of Science, Technology and Higher Education, José Mariano Gago, Science ministers from EU countries and the European Commission, represented by the Commissioner for Research, Janez Potocnik, and the Commissioner for Information Society and Media, Viviane Reding, approved the agreement prepared by the Portuguese Presidency to launch the first public-private strategic partnerships between Member States, the European Commission and Industry, to a value of 9.3 billion euros, 50% to 60% funded by companies involved in the projects, depending on the initiative in question, and the remainder coming from the Commission and the EU’s Member States over the next six years. This represents an unprecedented investment in public-private partnerships in R&D aid policy in the EU and in addition to concentrating funds in specific initiatives, aims to encourage companies to invest more in R&D.

These JTI – Joint Technology Initiatives invest in the development of nanoelectronics (ENIAC – European Nanoelectronics Initiative Advisory Council) (3 billion euros), systems embedded in other products (ARTEMIS – Advanced Research and Technology for Embedded Intelligence and Systems) (2.7 billion euros), innovative medicines (IMI – Innovative Medicines Initiative) (2 billion euros) and greener aeronautics (Clean Sky) (1.6 billion euros).

The Council of EU Science Ministers also approved the European initiative for the development of new applications for information technologies that improve the quality of life of the elderly (AAL – Ambient Assisted Living) (150 million euros).

Portugal is now taking part as a founding member for the ENIAC, ARTEMIS, IMI and AAL initiatives.

The Council of EU Science Ministers, together with the European Parliament, also approved the regulation for the new EIT – European Institute of Innovation and Technology, a new organisation networked with European universities and industry, whose 2008-2013 budget was fixed at 308.7 million euros, sourced from the European Commission’s budget.

Lastly, the Portuguese Presidency presented a written point of information regarding On RFID – The next step to The Internet of Things, and provided information on the "On RFID – The next step to THE INTERNET OF THINGS" Conference and Exhibition held in Oeiras on 15th – 16th November 2007 and on the following conferences:

Of note is Portugal's participation in the Ambient Assisted Living Association, which was set up in Brussels on 19th September 2007 in Brussels to manage European R&D projects in the area of intelligent ambient assisted living based on Information and Communication Technologies (ICT), which shall be co-funded under the European Union’s Research Framework Programme. Portugal is represented in this association by Knowledge Society Agency (UMIC), which joins as one of the founding members.

The Joint Technology Initiatives for nanoelectronics (ENIAC – European Nanoelectronics Initiative Advisory Council) and for embedded systems (ARTEMIS – Advanced Research and Technology for Embedded Intelligence and Systems) were presented at a plenary session at the High Level Conference on Nanotechnologies, which took place in Braga on 20th and 21st November 2007, which was jointly organised by Knowledge Society Agency (UMIC), the Science and Technology Foundation (FCT), the Setting-up Committee of the International Iberian Nanotechnology Laboratory (INL) and the European Commission’s Directorates-General for Research, Technology and Development and the Information Society and Media.

The "On RFID – The next step to THE INTERNET OF THINGS" Conference and Exhibition was jointly organised by Knowledge Society Agency (UMIC), IAPMEI – SME and Innovation Support Institute and the Portuguese company Link Consulting. It was also publicly sponsored by the Science and Technology Foundation (FCT), ANACOM – National Communications Authority, IST - Instituto Superior Técnico, and Universidade do Minho, in addition to several companies.
