Results of 2008 ICT Public Administration Surveys

Information and Knowledge Society Observatory logo The 30 December 2008 saw the publication of the results of the 2008 surveys concerning the use of ICT in Central Government, Regional Government and Local Authorities, carried out by Knowledge Society Agency (UMIC) from September to November 2008. These surveys had the highest return rates ever, 100%, 100% and 98%, respectively.

The main results obtained from these surveys are the following:

All Central Government, Regional Government and Local Authority bodies have Internet access.

Between 2005 and 2008, there were significant increases in the following aspects:

  • Entities with connections greater than or equal to 2 Mbps: 75% in Central Government, double that of 2005; 59% in Madeira, triple that of 2005; 42% in the Azores, eight times more than 2005; 84% in Local Authorities, more than double that of 2005.
  • Internet Interaction between bodies to enhance efficiency in attending users (Single Service Desk): 24% in Central Government, eight times more than 2005; 41% in Madeira, more than two and a half times that in 2005; 29% in the Azores, more than six times that of 2005.
  • Entities which carry out cooperation or resource sharing through the Internet: 30% in Central Government six times more than in 2005; 32% in Madeira, more than six times that of 2005; 24% in the Azores, almost five times more than in 2005.
  • Bodies which communicate with companies through the Internet: 79% in Central Government, three times that of 2005; around 80% in Madeira and in the Azores, more than triple that of 2005.
  • Bodies which communicate with citizens through the Internet: 77% in Central Government, almost three times that of 2005, 78% in Madeira and in the Azores, more than three and a half times that of 2005.
  • Bodies which carry out orders for goods and services through the Internet: 48% in Central Government, double that of 2005; 28% of Local Authorities, more than double that of 2005.

In Municipal Authorities, the Internet is essentially used for searching and communication activities: electronic mail (99%), searching and obtaining information/documentation (98%), electronic exchange of files (96%), external communication with other municipalities, Parish Councils and Central Government bodies (83%), dealing directly with Citizens (71%). 

Activities carried out by Local Authorities through the Internet which grew most were: eProcurement (two and a half times more than in 2005, and now existing in 35% of Municipalities); Sale of Goods and Services (increase of 58%, now existing in 19% of Municipalities).

The main services offered by Local Authority websites are: electronic mail (84%); downloading and printing forms (83%); subscription to Internet newsletters (58%, which is 81% more than in 2005); public consultation through the Internet (54%, which is 50% more than in 2005); Internet surveys of citizens (34%, which is 31% more than in 2005); completion and submission of online forms (31%, an increase of 48% since 2005); requests to collect rubbish and street cleaning (26%); monitoring cases involving private construction work (24%); discussion forums between senior members of the municipality and local citizens (15%, which is 50% more than in 2005).
