Luis Magalhães, President of UMIC, included the Portuguese delegation.
Portugal, that holds the Presidency of the CPLP in 2009/2010, prepared an agenda which includes the discussion of the creation, in a totally innovative way at the international level, of a UNESCO Center (text in Portuguese) for scientific advanced training within the institutions of the CPLP, combining the scientific high-level training, in particular through doctoral programs, with training for the social responsibility of scientists, the public communication of science, and the integration in networks and international research programs, thus facilitating the scientific development of countries of origin and combating brain drain. Portugal assures the launching and early operation of this new distributed center of advanced scientific training, in cooperation with UNESCO and in association with the other CPLP countries.
The CPLP ministers meeting also sought the cooperation in the independent evaluation of institutions and higher education programs in the Portuguese speaking space (text in Portuguese).
The participants also made an assessment of the cooperation in science, technology and higher education within the CPLP, and explored new areas and forms of cooperation, the main ones expressed in the final declaration (text in Portuguese).
