  • The Citizen's Card

    The Citizen’s Card is a citizen’s electronic identification document which substitutes the traditional Identity Card and other identification cards. This project was started during 2005, with the aim of making it available to citizens from the end of 2006.

  • The Citizen's Portal

    The Citizen’s Portal is the central channel for electronic access to public services supplied to citizens through the Internet, within a philosophy of an integrated access point. It provides a complementary service in terms of convenience and availability to that physically offered by the Citizen's Shops (site in Portuguese).

  • The Enterprise’s Portal

    The Enterprise’s Portal is the central channel for electronic access to public services supplied to companies through the Internet, within a philosophy of an integrated access point.

  • Electronic Voting

    The main interest when considering the idea of electronic voting in Portugal would be its possible contribution to enable citizens to vote on Election Day who live far away from their polling station – the so-called “mobile vote". In effect, the possible help in vote counting using electronic means does not carry much weight in Portugal, given that the traditional counting of paper ballots is normally finished less than 6 hours after the polling stations close, and the general introduction of electronic voting would bring high costs, involve complex logistical organisation and raise problems of computer security and the guarantee of a secret vote.

    It is also the case that it is possible to create a system of “mobile voting” on paper by setting this up a few days before Election day (see simple and economic system for "mobile voting" using paper), such that the introduction of electronic voting is only necessary for the “mobile vote” if this also takes place on Election Day. However, even in this case it is necessary to carefully consider whether this possibility justifies the costs involved and the problems of implementing a system of electronic voting.

  • Interoperability Platform

    The Interoperability Platform for the Public Administration (AP) is a system which facilitates the multiple operation of different information systems, based on principles of interoperability and security.

  • National Programme for eProcurement

    The National Programme of Electronic Purchases (PNCE) was approved in June 2003 with the aim of introducing electronic tools as day-to-day instruments in public purchasing activities.
