CSIRTs Network

The FCCN – Foundation for National Scientific Computing operates, within the RCTS – Science, Technology and Society Network, a CSIRT – Computer Security Incident Response Team (CERT.PT (site in Portuguese)) to deal with security threats caused by viruses, spyware and other forms of intrusion.

The CERT.PT (site in Portuguese) was from 31st August 2000 to 2007 the only CSIRT in Portugal that was internationally registered with accredited status since 24th May 2004, namely with the TRUSTED INTRODUCER (TI), a community run organization which is independent but has an agreement with the TERENA – Trans-European Research and Education Networking Association for using its financial and contracting services, and maintains a list of CSIRTs with their status (registered, accredited, certified). The CSIRT.FEUP (Site in Portuguese) , of the Faculty of Engineering of University Porto, was registered internationally at 23rd January 2007, with accredited status with TRUSTED INTRODUCER (TI) since 23rd July 2007.

In 17th July 2008, the CERT.IPN of the Computer Systems Laboratory of the Institute Pedro Nunes also became part of the list of CSIRTs maintained by TRUSTED INTRODUCER (TI), but it does not have the accredited status yet. The Instituto Pedro Nunes is a private non-profit association set up by the University of Coimbra in 1991, whose mission is the transfer of Technology between the University of Coimbra and the Portuguese economic fabric.

In 15th June 2011, the first CSIRT outside the university system, the csirtPT of Portugal Telecom, was registered at the TRUSTED INTRODUCER (TI).

It is also being developed by FCCN an anti-SPAM platform in collaboration with other entities, including IP providers and operators.

In July 2006, the Knowledge Society Agency (UMIC), the FCCN – Foundation for National Scientific Computing and Microsoft Portugal signed an memorandum of understanding on information security, for the monthly exchange of information about computer security incidents and coordinated joint response to emergencies.

On the initiative of the FCCN CERT.PT (site in Portuguese) the National CSIRTs Network was created of to improve responsiveness to threats of network and information systems security, including critical infrastructures. This network currently includes the 3 internationally registered CSIRTs mentioned above, 6 operators / ISPs (Portugal Telecom, Sonaecom, Cabovisão, ONI Communications, Clara.net, REFER Telecom), 2 banks (Millennium BCP, Caixa Económica da Misericórdia de Angra do Heroísmo), the General Staff of the Armed Forces, and the Institute of Information technologies in Justice. There is the intention of creation of a government CSIRT.
