Miguel: Centro de Informação Geográfica e Planeamento Territorial. System Approach Framework (SAF) is composed of a sequence of steps with the overall objective to develop a self-evolving,
holistic research approach for integrated assessment of Coastal Systems so that the best available scientific knowledge can
be mobilized to support deliberative and decision-making processes aimed at improving the sustainability of Coastal Systems
by implementing Integrated Coastal Zone Management (ICZM) policies. The main goal is to achieve a balance between Ecological,
Social and Economic sectors of the Coastal System to explore it´s dynamics, as well as, the potential consequences of alternative
policy scenarios. Achieving this objective requires a restructuring of the science needed to understand the interactions
between complex natural and social systems at different spatial and temporal scales including the overall economic evaluation
of alternative policies. The present work explains SAF using practical examples of its application in two distinct national
coastal environments: Southeast coast of Terceira Island and Guadiana Estuary.

"The impact of water quality changes on the socio-economic system of the Guadiana Estuary: assessment of management options", Ecology and Society 17, 3: 1 - 5. In recognition of the growing economic importance of environmental quality, we applied the Systems Approach Framework in the
Guadiana Estuary, with a special focus on water quality. This choice was made after polling local public opinion, which reflected
an awareness of the potential and current threats to the aquatic environment posed by river regulation and untreated/poorly-treated
urban sewage discharge. In the absence of any evidence of water contamination by inorganic/metallic pollutants, we used fecal
coliform concentration as a key parameter for characterizing water quality. Considering the overwhelming importance of tourism
in the local economy, water quality was gauged according to its recreational value. Socioeconomic impacts of environmental
changes were quantified through cost-benefit analysis and the Economic Base Model used to portrait how an increase in employment
can affect resident population figures. In functional terms, the environmental and socioeconomic components of the estuarine
system were brought together under the banner of the Blue Flag Award, a well defined and widely recognized eco-label. Since
one of the outputs is population variation, which influences wastewater discharge into the estuary, a closed feedback loop
was simulated using a model for the Guadiana Estuarine System called GUADEX. This feedback loop shows how environmental quality
can promote population growth and also the need to maintain this environmental quality. During stakeholders’ interaction with
the simulation model GUADEX, the underlying assumptions of Blue Flag Award applicability were extensively discussed. The critical
evaluation received from the third-party allowed us to better understand stakeholders’ perceptions of the Systems Approach
Framework strengths, limitations and future opportunities for application.

Guimarães, M. H. M; Cunha, Alexandra H; Nzinga, Rosemarie L; Marques, João F. 2012. "The distribution of seagrass (Zostera noltii) in the Ria Formosa lagoon system and the implications of clam farming on its
conservation", Journal for Nature Conservation 20, 1: 30 - 40. Ria Formosa lagoon in southern Portugal has an important population of seagrasses that includes Zostera noltii in the intertidal
area. The area is classified as a Natural Park and supports a major economic activity – clam farming. This activity has a
direct influence on Z. noltii populations by removal of seagrass beds and altering habitat. Geographic Information Systems
and spatial analysis were used to produce the first distribution map of Z. noltii in the Ria Formosa and to analyse interactions
between clam farming and the level of seagrass protection according to the Natural Park of Ria Formosa. Stakeholder analyses,
using interviews, questionnaires and participant observation, were conducted to gain a better understanding of clam farming's
influence on seagrass populations. Seagrass covers 45% of the intertidal area while clam farming covers 14%. An additional
75% of the total area of Z. noltii can be potentially converted into clam cultures. The current management of clam farming
is largely ineffective, representing a significant obstacle to seagrass conservation.

"The value of improved water quality in Guadiana estuary—a transborder application of contingent valuation methodology", Letters in Spatial and Resource Sciences 4, 1: 31 - 48. Estuaries belong to the most biologically productive ecosystems of our planet, and do offer countless ecosystem services which
are relying on the scenic beauty and on overall environmental quality. Their multipurpose attractiveness explains the ever
evolving process of occupation by humans. In Guadiana estuary which is the terminal segment of a 730 km long river the ecosystem
services are shared by Portugal and Spain. The economic development pursued by both countries in the river catchment creates
rising pressures mainly on water resources. At the moment there are more than 100 dams, 1.9 million people and 300,000 hectares
of irrigated areas along the basin. This paper reports the first application of Contingent Valuation Method to the assessment
of public sensibility and preferences with respect to the improvement of water quality in Guadiana Estuary. The survey was
carried out at both margins of the river. Data analysis includes the use of a two steps model; in the first step voting behavior
is analyzed using logistic regression while in the second step, bid decision is examined using Generalized Additive Models
(GAM). The results demonstrate strong public support for the improvement of water quality and identified the key determinants
of this attitude. In addition, survey evidences demonstrate that the estuary is regarded as a common and share resource hence,
any action plan should be guided in this integrated direction. .

Guimarães, M. H. M. 2010. "The use of Q-methodology to obtain stakeholder Discourses on the future development of Ria Formosa Coastal zone, south of
Portugal", Revista Portuguesa de Estudos Regionais 23, 5-19. 23, 1: 5 - 19. Any effective strategy for nature conservation necessarily involves stakeholder analysis. This article focuses on Q-methodology
for this analysis. The objective is to understand both the identities and desires of local stakeholders in their own terms
and categories, instead of making assumptions about their problems and needs. The study revealed 4 discourses on the future
development of the Ria Formosa: Environmental education and information exchange; economic development supported and taking
advantages of the environmental values; land planning and decrease of bureaucracy; and environmental quality, integration
and organization. Finally, these discourses are compared with the Ria Formosa action plan - POLIS 2008 - that includes investment
to improve and develop this coastal system. In conclusion, the action planned in POLIS 2008 covers most of the concerns that
stakeholders identified.The major conflictarea identifiedis related to the demolition of houses existing on the barrier island
of the lagoon system.
