A preservação digital é uma função que não pode ser evitada. Cada vez mais as organizações dependem, a médio e longo prazo, de informação produzida e mantida electronicamente. Tal dependência deve-se a motivos que se prendem com a operação da organização, salvaguarda dos seus interesses, incrementação da transparência administrativa e credibilidade da instituição relativamente aos seus stakeholders, entre os quais se contam o Governo e o cidadão. A organização pode ter a opção de não preservar a sua informação digital. Julgamos, no entanto, ser esse risco inaceitável atendendo às circunstâncias referidas. Embora tal implique custos que podem ser significativos, compete à organização ponderar seriamente o que tem a perder caso decida nada fazer. Este documento é um primeiro passo para guiar as organizações na tarefa de preservação digital. A DGARQ, enquanto órgão responsável pela coordenação e execução da política arquivística nacional, posiciona-se como parte interessada nesse processo, disponibilizando o seu conhecimento na área para auxiliar as organizações a construir e implementar processos de preservação, sem se pretender substituir de forma alguma às responsabilidades que toda e qualquer organização deve manter relativamente ao seu património arquivístico, independentemente do suporte em que este se encontra.

Part One of this Code of Practice (‘the Code’) provides guidance to all Scottish public authorities (as defined in section 3(1) of the Freedom of Information (Scotland) Act 2002 (‘the Act’)) as to the practice which it would, in the opinion of the Scottish Ministers, be desirable for them to follow in connection with the keeping, management and destruction of their records. Part Two of the Code describes the particular arrangements which apply to those authorities which transfer records to the Keeper of the Records of Scotland at the National Archives of Scotland (NAS) and Part Three describes the arrangements for those authorities which transfer records to public archives other than NAS.
