Applications will be assessed by an evaluation panel composed of internationally leading researchers and/or with a proven track record and commitment to graduate education and training.
The panel shall assess the overall capacity of the proposed PhD programme to provide the best conditions for students, according to international best practices. Particular aspects to be assessed include:

All evaluation panel members sign Confidentiality and Conflict of Interest statements, as well as an acknowledgement of the Terms of Reference for the evaluation process.
Each funded FCT PhD Programme shall be overseen by an external Supervisory Committee that shall report annually to FCT on the achievements of the programme against the proposed objectives.
Applicants are informed of the evaluation results up to 90 working days from close of call for applications. Appeals on the basis of administrative issues (Audiência Prévia) should be submitted up to 10 working days after notice of decision. A full appeal of the final decision (to FCT Board of Directors) should be submitted within 15 working days after notice.
