Frequently Asked Questions (FAQs)

Which are the country criteria that researchers must fulfill in order to be eligible for the Programme?

Researchers must be EU nationals or nationals of Associated Countries to FP7, as indicated below, and they must be residing in a Third Country. Third Countries are countries that are neither Member-States nor Associated Countries to FP7:

  • EU Member States: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and United Kingdom
  • Associated Countries to FP7: Croatia, FYROM, Iceland, Israel, Liechtenstein, Norway, Serbia, Switzerland, Turkey, Albania, Montenegro and Bosnia-Herzegovina.

For example:

A French PhD residing in Morocco, an Israeli PhD residing in the USA, a Portuguese PhD residing in Brazil, a Swiss PhD residing in Japan.

Can a non-European citizen apply for this Programme?

Non-European citizens are not eligible for the Programme, except for nationals of Israel and Turkey, because these two countries have signed an Association Agreement with the European Commission regarding their participation in FP7.

Moreover, eligible researchers must be residing and carrying out research work for at least the last 3 years in another Third Country. Third Countries are countries that are neither Member-States nor Associated Countries to FP7.

Examples of third countries are India, USA, Brazil, etc.

What are “Third Countries” under the Programme?

Third Countries are countries that are neither Member-States nor Associated Countries to FP7, as indicated below:

EU Member States: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and United Kingdom.

Associated Countries to FP7: Croatia, FYROM, Iceland, Israel, Liechtenstein, Norway, Serbia, Switzerland, Turkey, Albania, Montenegro and Bosnia-Herzegovina.

Examples for Third Countries are: China, Japan, Morocco, Argentina, Mozambique.

I am a Post Doc and I have resided in Germany from January 2005 to May 2009; I am residing in the USA since June 2009; am I eligible for this Program?

No, you are not eligible because researchers must be residing and carrying out research work for at least the last 3 years in a Third Country, such as the USA.

I am a Spanish citizen finishing my PhD in Mathematics at Harvard, where I have been doing research for the past 6 years. I will finish my PhD in November, and I was wondering whether I will be eligible for this program?

Yes, you are eligible for this Programme and you should approach research institutions in Portugal.

Which institutions are eligible to apply under the Programme?

The following institutions are eligible to apply: R&D institutions of all areas of research accredited by the FCT, possible in partnership with a Higher Education Institutions; Associated Laboratories; State Laboratories; Research performing companies, including SMEs with research capacity; Other public and private research performing institutions duly recognized by the FCT; Private non profit research institutions (see Regulations)

Are the Polytechnic Institutes eligible for the Programme?

Polytechnic institutions that perform research activities are eligible for the Programme.

Which are the entities that may enter into a Grant Agreement and therefore may be a Contractor Institution?

In order to be a signatory of a Grant Agreement, the entity must have juridical personality, i.e. have a legal person registration number (NIPC).

Under the Welcome II regulations, what is the applicant’s profile?

Researchers under this contract must, at the deadline of the call, fulfil the following conditions:

  1. Have the nationality of one of the EU Member States (Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and United Kingdom) or of one of the Associated Countries to FP7 (Croatia, FYROM, Iceland, Israel, Liechtenstein, Norway, Serbia, Switzerland, Turkey, Albania, Montenegro and Bosnia-Herzegovina);
  2. Have been awarded a PhD degree;
  3. Have lived and carried out research activity for at least 3 years in Third Countries. Third Countries are countries that are neither Member-States nor Associated Countries to FP7. Researchers are considered eligible if they have returned to Europe during the period of 8 months prior to the call deadline, subsequent to the period of residence of 3 years in a Third Country.

Does all the supporting documentation need to be provided when submitting the application?

No. The supporting documentation that is not required in the electronic form will only be required once the application has been evaluated favorably.

How can I access the Statement of Responsibility?

The Statement of Responsibility will only be made available after the submission of the application.

Under this Programme, is it possible to enter into a part time employment contract?

No. The employment contract must be entered into under the requirement of exclusive dedication.

Who defines the amount of the salary under the employment contract?

The Contractor Institution establishes the final salaries due in the contracts into which it enters. However, these may not be less than those provided for in the funding granted by the FCT.

Is there a differentiation regarding the funding granted by FCT?

Yes. The amount of the funding depends on the applicant’s profile defined under Art. 3 of the Regulations. Candidates of type A (Researchers holding a PhD degree) receive the amount corresponding to index 195 of the Scientific Research Career remuneration statute and candidates of type B (Researchers with 5 or more years of research experience after obtaining their PhD) receive the amount corresponding to index 220 of the Scientific Research Career remuneration statute (see Regulations).

Once the individual employment contracts have been entered into, how should my institution proceed?

The institution should send, as soon as possible, a certified copy of the contract, in order to FCT to be able to make the first payment.
