O Instituto de Informática tem por missão apoiar a definição das políticas e estratégias das tecnologias de informação e comunicação (TIC) do Ministério das Finanças e da Administração Pública (MFAP) e garantir o planeamento, concepção, execução e avaliação das iniciativas de informatização e actualização tecnológica dos respectivos serviços e organismos, assegurando uma gestão eficaz e racional dos recursos disponíveis.
A Entidade de Serviços Partilhados da Administração Pública, I.P. (eSPap), cuja criação foi concretizada através do Decreto-Lei n.º 117-A/2012, de 14 de junho, assume a missão e atribuições do anterior Instituto de Informática, extinto por fusão. www.espap.pt

The Internet and related electronic information and communication technologies (ICTs) are being used increasingly in Europe to enhance the delivery of public services and citizens’ democratic engagements with government. However, many eGovernment innovations that could benefit all citizens have been hampered by legal, organizational and other obstacles.
The research from the Breaking Barriers project has demonstrated that there are no simple ‘single-bullet’ solutions for defeating the obstacles to effective eGovernment across Europe.
On the contrary, the barriers to eGovernment are multiple, interrelated and resistant to
change. Thus in this report the team have proposed at least one organisational solution for each barrier category and at least two legal solutions for each legal area. The team was not, therefore, aiming to produce solutions to all the potential problems of eGovernment, but to identify a range of tangible solutions to specific barriers.

Uno de los objetivos fundamentales del programa de Ciudades Digitales impulsado
por el Ministerio de Industria, Turismo y Comercio es el de tener una experiencia de
modernización tecnológica e impulso de la Sociedad de la Información en un grupo
heterogéneo de pequeñas y medianas ciudades españolas, de forma que el
conocimiento adquirido en estos municipios pueda trasladarse a otros.
Desde la Comisión de Ciudades Digitales de AUTELSI se pretende impulsar ese
objetivo a través de esta Guía de Buenas Prácticas. Esta guía puede servir de ayuda a
aquellos responsables de administraciones que deseen abordar un proyecto de
modernización tecnológica. La duda fundamental que surge al iniciar un proyecto de este
tipo es: “¿En qué y cuánto invierto, y cómo lo hago?”. Disponer de la información que
recopila esta guía sobre qué han hecho otras ciudades, cuánto invirtieron y cómo lo
hicieron es, sin duda, una valiosa ayuda a la hora de tomar decisiones.

The project eID Interoperability for PEGS aims to propose a solution to the legal, technical and
organisational issues related to the creation of an interoperable Pan-European identity management
infrastructure. The EU Member States, Candidate Countries and EEA Countries are introducing more
sophisticated ways to manage identities in the eGovernment area. Different member states are
implementing different structures as their identity management solution. The main challenge for the
eID Interoperability for PEGS project is to propose a general architecture that, while taking into
account the existence of different models, is able to cope with them by obtaining the final goal of
interoperability.
The project should conclude with several different proposals how to build interoperability without
affecting member states’ own existing infrastructures.
This document describes the current situation regarding the use of electronic authentication means in
Portugal eGovernment applications.

The rapid advances in information and communications technology (ICT) in the 1990s, and in particular the potential for development of widespread internet use, resulted in the emergence of the concept of the information society. This refers to the increasing dependence on ICT in all aspects of society, including in the provision of public services. On-line availability of public services, and the associated transformation of the business of public service agencies, came to be referred to as eGovernment.

eGovernment utilises technology to accomplish reform by fostering transparency, eliminating
distance and other divides, and empowering people to participate in the political processes
that affect their lives. EU and U.S. governments have different strategies to build egovernment.
Some have created comprehensive long-term plans while others have opted to
identify just a few key areas as the focus of early projects. The following paragraphs bring into
light the major eGovernment developments in Europe and the U.S.

As has been pointed out before, the scenarios presented show no major role for new and/or
disruptive technologies in shaping the future of eGovernment by 2020.
As eGovRTD2020 point out, innovations are expected to play a role in bridging the gap
between technology and context. This means to improve and apply current technology in
such a way that it can solve a societal or governmental problem. One explanation for this
might be that disruptive technology cannot be predicted. Another explanation is that a lot of
technology is available and waiting to be deployed on a large scale and only affecting society
after being in place.

eGovernment, when viewed as a research field, exhibits a strong correlation between
research and policy. Analysis of the lack of research utilisation has not only commented on
the limitations of research and the apparent inhospitality of the policy making environment but
also on the divergence of these two worlds. The research and policy worlds have different
priorities, use different languages, frequently operate to different timescales and are
subjected to very different reward systems. The response to these problems has generally
been twofold. Firstly, improvement in communication between researchers and policy makers
and secondly the establishment of better institutional mechanisms to bridge the
research/policy divide.

In November 2005, the Cabinet Office published Transformational Government, Enabled by Technology, which sets out a six year strategy for the use of technology in improving public services. Building on this was the publication in December 2006 of Sir David Varney’s report
to the Treasury, Service Transformation: A better service for citizens and businesses, a better deal for the taxpayer, which focussed on how public services could be improved
by understanding better the needs of different groups of citizens and businesses. Central to both reports is improving delivery of public services by designing them around the
needs of the citizen or customer, not the provider.

The present document addresses the state of play for innovative government as seen through
the results of the IST priority in FP6. Research conducted in various areas of potential
application has highlighted the role of ICT as a driver for better governance.
Important, possibly radical changes such as the exclusive use of Open Source Software
(OSS) in public administrations have been studied. Conclusions drawn out of pilot
implementation cases (although indicative of benefits as well as pitfalls which may affect a full
scale application) show that OSS is a feasible solution. In addition, FP6 research proposes
the adoption of policy measures to promote wider adoption of OSS.
Services-for-all is the cornerstone of innovative government. Research results here offer
novel ICT solutions for delivery of services through voice and mobile channels, without the
need for compromise: Requests via natural speech can be machine processed and
answered; mobile telephony channels can provide a secure and interoperable environment. A
series of informed policy recommendations has been produced as a result of studies on the
causes and effects of the digital divide.

The Preliminary Study on the electronic provision of certificates and attestations
in public procurement procedures aims to examine how different European
countries (EU, candidate countries and EEA) currently manage the use of
certificates and attestations in procurement procedures, particularly in a
eProcurement context. The goal of the study is to identify if and how electronic
certificates and attestations are currently issued, accepted and validated in
public procurement procedures across these countries, and if and how their
eProcurement systems could be modified or amended to support non-national
electronic certificates and attestations, thus facilitating cross border economic
activities in these countries and contributing to the creation of an internal market
for electronic procurements.
The project should conclude with several different proposals how to build
interoperability.

The Ad Hoc Meeting on Indicators for the Information Society was convened in 1997 to establish a
set of definitions and methodologies to facilitate the compilation of internationally comparable data for
measuring various aspects of the information society, the information economy and electronic commerce.
The group agreed at that time that the development of a statistical infrastructure to support and inform
policy making in this domain should begin by mining existing data, in particular the rich industry and
commodity data available to the OECD. That required an agreement on industry and commodity1
definitions; developing those definitions became one of the early challenges of the group. The goal was to
put in place a classification framework to answer basic questions concerning the role of the Information
and Communication Technology (ICT) sector in the economy, in particular those that pertain to wealth
creation and structural change originating from industries that primarily produce ICT goods and services.
The expert group became the Working Party on Indicators for the Information Society (WPIIS) in
1998. It has since steadily added to an evolving framework for measuring the information society. The
Guide to Measuring the Information Society [internal working document: DSTI/ICCP/IIS(2005)6]
presented at the last World Summit on the Information Society consolidates the many outputs of the
Working Party and its partners.

Dès lors, l'administration électronique ne peut ignorer ces outils de
communications. Pour autant, il serait erroné de croire que la simple
transposition des environnements PC vers la télévision ou les téléphones
mobiles suffira pour rencontrer l'objectif d'une communication publique de type
multicanal. L'expérience montre en effet que ces médias disposent de leur propre
logique et que celle-ci est structurante au regard des contenus qui y sont portés. Le
développement de services sur ces différentes plateformes nécessite donc une analyse
détaillée préalablement au lancement de toute stratégie multicanal.

Although the development of the Hungarian information society is generally
slow, 2006 brought significant achievements in international comparative
analyses for Hungary in regard to the development of e-government front
office services; however, our research team believes that the maintenance of
these results - which were primarily the product of Hungary having satisfied
the compulsory EU directives - is not possible without starting the modernization
and simplification of back-office procedures and administrational
processes in 2007.

The deployment of e-Government continues at a significant cost and pace in the worldwide public sector. An important area of research is that of the evaluation of e-Government. In this paper the authors report the findings from three interpretive in-depth organisational
case studies that explore e-Government evaluation within UK public sector settings. The paper elicits insights to organisational and managerial aspects with the aim of improving knowledge and understanding of e-Government evaluation. The findings that are extrapolated from the analysis of the three case studies are classified and mapped onto a tentative e-Government evaluation framework and presented in terms lessons learnt. These aim to inform theory and improve e-Government evaluation practice. The paper concludes
that e-Government evaluation is an under developed area and calls for senior executives to engage more with the e-Government agenda and commission e-Government evaluation exercises to improve evaluation practice.

the world is an area that clearly requires ongoing research. Our
research represents a continued effort to evaluate digital governance
in large municipalities throughout the world. Previous research on
government websites have focused primarily on e-governance at the
federal, state, and local levels in the United States. Only a few
studies have produced comparative analyses of e-governance in
national governments throughout the world. Our studies in 2003,
2005 and 2007 have produced findings that contribute to the egovernance
literature, in particular in the areas of website
Privacy/Security, Usability, Content, Services, and Citizen
Participation.

Governments enabled with ICT tools can be more transparent and more responsive to the needs of citizens and enterprises; more democratic and participatory; and more efficient. This transformation will require new approaches to every aspect of government, from organizational structures and operating practices to personnel systems and service delivery models. E-government provides a vision and a strategy for creating an environment for the transformation of government activities by applying e-business methods to the public sector. E-Government’s ultimate objective is to provide a viable framework to make public services high quality, accessible and convenient. E-Government, in other words, aims to leverage the knowledge of public organizations to improve the provision of services.
